The Workplace Hazardous Materials Information System (WHMIS) created a consistent and practical way to identify hazardous materials and developed the necessary measures for prevention and control, should an accident or illness occur.

WHMIS was developed in 1988 based on the “Controlled Products Regulations (CPR)”. This is referred to as WHMIS 1988. WHMIS 1988 is a nationwide system. On February 11, 2015, the Government of Canada published the “Hazardous Products Regulations (HPR)”, which modified the WHMIS 1988. The modified WHMIS incorporates the Globally Harmonized System (GHS). This is referred to as WHMIS 2015. A transition period has been established to provide Canadian suppliers, employers, and workers time to adjust to WHMIS 2015. The transition period will come to an end on May 31, 2017 for manufacturers and importers, May 31, 2018 for distributors and November 30, 2018 for employers. During the transition, employers must ensure that workers are trained on products with WHMIS 1998 labels and material safety data sheets (MSDS) and products with WHMIS 2015 labels and safety data sheets (SDS). WHMIS can be taken online. The online WHMIS module is normally designed to address both legislations as a combined training incorporating WHMIS symbols/pictograms, supplier labels, workplace labels, MSDS/SDS, responsibilities, and controls.
